In various petitions the members of the Police Force have

compared the conditions under which they serve with those governing the Metropolitan Police, and have asked that their pensions may be calculated on a similar basis to that in use

for this body of Police. The question, however, of additional amount for tropical service, the 6/60ths at present, has been

rather lost sight of, the main consideration being that on

retirement after full service the pension may be 2/3 of their

salary. Owing, however, to the age of joining the HongKong force being usually greater than that of joining home forces, the

effects of a tropical climate on health and in consequence

less fitness for a long period of service, and to the necessity

of long leave, and the time so spent being counted for pension

purposes, as half service, it seems equitable and just that

some addition or alteration is required to the Metropolitan

scale of pensions to make such suitable for the HongKong

service. I attach a tabulated statement of systems of pensions

(& diagram of same) calculated for 1st class Inspectors

retiring after various periods of service.

As regards these various schemes.

Scheme A This is the pension scheme under which men on dollar

salaries and who entered the service before 1897 retired. It

gives a very fair pension.

Scheme B This is the present one in force. Under this scheme Men get leas pension than did corresponding officers under Scheme. It hadrly gives a living pension to a man with a

wife and possibly children who still need support. Scheme C. This is the existing Metropolitan Scheme. It gives no allowance for tropical service.It is for men of less than 21 years' service worse than Scheme B, the existing one.
